Overview
Frenchman Christian Sapsizian, an Alcatel employee, admitted to offering $2.5 million in bribes to executives at the Costa Rican Electricity Institute (ICE). He did so in a Florida court, where he decided to cooperate with authorities. He never named the people involved in the transactions. This episode reviews the events in Costa Rica and Sapsizian's accusations, attempting to piece together a series of events that leave more questions than answers.
