Overview
The beginning of the 90s of the 20th century was marked by euphoria in public relations. US citizen Penny Kangas arrives in Bulgaria. She travels the country and makes generous but vague promises. For example, it organizes a garbage festival. Local leaders and people accept her as a prophet of the new age. The film makes a socio-psychological analysis of time.
