Overview
In order to earn legal Shinogi, Sunagawa was trying to start a unified legal business with a one-yen coin with the support of members of the Diet. However, the skirmish between Shimizu-gumi and Masago-kai, the main organization of the Ichienkai, intensified, and the plan began to be hindered.
