This silent, color film documents the 21st Biennial Convention of the Chinese American Citizens Alliance (CACA), held in September 1951 in Oakland, California. Much of the focus of the film is on the men and women attending, the speakers, and the social interaction of a cross section of elite members of the Chinese American community.
